I tried to add the information that this is a rebox of Tank Crew (ICM 35647, 1:35).
However, when I use the "Add based on" button, this forces me to create a new kit record rather than just add the link to the existing record.
So - how do I go about creating the link between the two existing products?

This "Add based on" means only the edit function, not kit related. It takes over some of the data to make the add of the new kit easier (pre filled fields). At first you have to add the new kit and based on that data you can link it in the lower section.
I suggest to look for existing kits how it looks like (start a edit without save).

As I said before, I do NOT have to add the new kit as it already exists.

Looking at the existing lineages in other kits does NOT educate me how to create these links.

The weird thing is that if a timeline exists, there will be an "Edit" button to change it, but there is no "Add" button to create a new history if none exists yet. In this case, neither the original kit nor the Heller version have a timeline,

This ia all rather counter-intuitive. Or I am just stupid.

It is not possible to link a figure set with anonther one.

I see what you mean. I have just checked, and other types of kits (e.g., aircraft) seem to have a default "Product timeline" which contains only the product itself and offers an Edit button.

Still, I don't see why a figure kit should be treated diffrently from other types. I also wonder which other types of kits lack timelines, and what the reasoning is behind all of this.

As I said before - rather conter-intuitive.

This might be because the two editions are made by different brands? I linked this discussion in the "Data suggestion" page.
Most other linked kits we find here are with products from the same brand and then it's rather easy to fix. This one tho... 🤔

I think it is not offered due to the huge amount of kits. The linking is based on topic and scale, but if you look here, there are 276 kits if this topic in 1:35! It is nearly impossible to offer all in the Edit page to offer the linking! This is already problematic for a Bf 109, but there you can group for manufacturers
Just my 2 Cents.

currently the timeline is indeed not supported for figurines. (reasons mentioned above by other)

I'll see If I can make it work as an exception for specific kits
