Personal interest:
Iraq had a history of modifying 122mm rockets to dispense chemical weapons since the Iran-Iraq War. Because it was unclear if Iraq intended to use these weapons of mass destruction on coalition forces or Shi'ite rebels, the UN expanded the no-fly zone to a no-drive zone in which artillery was forbidden. If these weapons entered the no-drive zone, they were subject to airstrikes flown out of Kuwait's Al-Jaber airbase.
