Both 😉
RA2 brought the material upgrades when levelling up during the game, if I remember correctly.
So basic version is the v1, and evolved is the v2.
I don't recall a v3, but it's 25 yrs away lol.

Between the two kits, sprues are common for tracks and hull
Different turrets, mine plow, and a sound system on the v2 like the one included in the Grizzly. and the first one with a figure, too.

Just received the Tesla Tank, unboxing soon on my channel, btw.

By the looks of it, the V1 version looks like a "Realistic" interpretation of what an Apocalypse tank would look like, the turret being based on the T-90M's for example. While the V2 version looks closer to what the Apocalypse looked like in RA2, specifically the CGI cinematics.
